Solved Suggestion for coughs for locals

I want say that the coughs should also be available for civilian of they want to make hostages for robbery as in future there will be bank robberies available and with hostage the people can do robbery easily without shooting with police. And the timers should be removed from robbery because as the chase can go as long as I could be.and the location of nearby players should not be disclosed in maps as in a chase the police can easily see is there any thief escaping nearby.
